At the facility in which I work, the strategic planning process takes place at an off-site location. The invitation to attend this planning session is specific to the role the person plays at the organization or the system as a whole. The key leaders of the organization, such as the commander, the deputies, and the hospital’s legal and ethics council attend this planning session. The process is set up to develop future strategic plans to ensure the facility remains solvent by the end of the fiscal year, but also continue to offer quality and safe services to the population coming to the hospital and clinics. The planning process begins with an understanding of the strategic plan from headquarters. Understanding headquarters’ strategic plans and goals afford each facility who reports to headquarters an opportunity to nest their goals and plans under the headquarters, aiding in all facilities’ success. Because the organization I work for receives all its funding from the federal government, specific rules (legal and ethical set by Congress) must be followed to continue to receive the funding and remain an operating organization. Once those key requirements are met, the hospital can develop specific strategies that are different than the rest. The patient population and employees may demand or request different solutions and that is where the local ethical and legal considerations come into play.
